Most properties in the areas I am interested in, can pencil based on the T12 (although make sure you adjust the taxes to your purchase price when analyzing) but are killed with deferred maintenance: roofs, furnaces, windows, exterior maintenance, unit remodels, etc are never remotely accounted for in sales packages or pricing.
