Because, when I show the unit to prospective tenants, I want it to be a comfortable temperature (a/c or heat on), rooms lighted, and that everything is functioning.  

Thankyou guys, I am only prospecting the area for future purchases (first property).

No improved water, sewer, or electric yet because I thought letting prospective buyers decide locations would be best.

If the existing layout works for you and the prospective tenants I would stick to what the city has approved and not convert it back to one unit. 

But something can be done to make it more difficult and show you made an effort to deter the activity.

@Johnny Lopes I agree as a prospective renter/investor to the area, the main reason I'm looking to move to Hoboken is it's proximity to Manhattan.

There are loads of gravel lots (ours included) and it doesn't deter customers. 

I want to reach out for rentals in the state where I own my vacation property.The downer is that there is no garage or even covered parking for my prospective townhome tenant.     

The agents who don't know what they're doing and/or don't value their time are the ones who don't properly qualify prospective buyers.
