Greetings:Well ... someone has the legal right to dispose of the property, and without heirs, there generally needs to be some sort of application to a Court of competent jurisdiction to have a person appointed in order to represent the assets of the decedent.NB: In NY, you would petition the Surrogate's Court to be appointed an Administrator, based upon your degree of kinship to the decent.

@Meredith Von Kleydorff I'm not an FHA expert, but keep in mind when investors/home buyers refer to FHA loans, these are mortgages insured by the Federal Housing Administration.
