in reality or in practice neither of those things will be real.. it wont be low cost to build and rents wont be low.. it will takes years and years and years before this see's any major amount of volume. 

They say the title company won't wait for the check to clear.Is this common practice today - title company won't take bank check and just wire.

If a single person is in a rent controlled 2 bedroom unit you can relocate them to a rent controlled studio.
