Locate your property as close to downtown that you can afford.  

This is.The model I'm thinking will be effective is to use furnished rentals to acquire capital, and then deploy it for your own purchases... of FUTURE furnished rentals.

But I'd be happy to talk to you about my experiences in either location if you need any more info!  

I am from the west coast and no matter where the property is located, it will sell or rent.
