Not sure what you are trying to get at there...Taxes are determined by the county/city. 

We lived rent free nd the free cash flow we invested in other properties.Then we shopped in Philly, and prices there were 1/3 that of NYC, and back then, we could pick up a duplex for $50K all cash, and rents not even half of NYC, and cash flowed far better.

Both of those will help with determining if the area is suitable for your needs.

I would 1st define the goal of the group or goals and then determine what types of investments would best help you achieve those goals.
