If your building is poorly built, that could be a disaster; a tenant leaving the heat off(to save $$ or because they forgot to pay their electric bill) during a cold snap could cause burst pipes and big damage.

I bought a flip a while back and was able to talk to the town inspector to give the CO despite some issues (water damage, cracked windows, etc) because he knew I was going to fix them all when I took possession.
