You'll pay at least $10K and as much as $40K (complex offerings can be over $100K but you wouldn't need anything that complicated) to get this done and your deal size is too small for that. 

Even something like a 12 or 24 unit complex?

People who work in complex, highly-compensated jobs seldom have the time or the desire to take on home improvement or construction etc..  

Pretty simple really.It is really not all that complex.

When we put small Apt complexes on the market we typically receive 20 to 30 requests in the first week alone wanting to see the inside.  

If a certain majority of owners decides to ban rentals from the complex, there is nothing you can do to stop it.  

I've seen four complexes that seem to match your criteria go up in the year I've lived here.
