Most important question -- if the deed doesn't get recorded into the public records (let's say the title company forgets for some period of time or the buyer/seller don't use a title company and it takes some time before one of them has it recorded), does that mean the sale never happened?

Even the city has to get property they own re-zoned with public hearings and approvals if they're trying to develop it and it isn't an approved use.
