Strategy for dealing with dues owed to an aggressive HOA?

I've owned my home here for about 10 years.Recently, the property management company for the HOA has started to engage in what I can only describe as harassment, for alleged covenant violations on appearance of the property, landscaping, etc.

Tenant has been approved but can't pay deposit and rent for two weeks

Three young people, ( a couple engaged and a single male) were approved yesterday for move in but say they cannot pay the deposit for a week or the rent until two weeks.Should I rescind the approval and keep showing the house?
