Do  background checks work for out of country people?

One of my mentors put me in connection with a colleague of his who is selling a quarter of his portfolio due to retirement.

However, I don't have enough money for the land, and getting financing for land is much harder than for a house.I have an inside connection to the owner, who is open to selling a 1-bedroom wood frame house on the lot next to the land for $60,000.

I imagine these are on the low and high ends of the spectrum around much of the country, assuming you can find a small shop that does their own fabrication.

Does anyone have any advice, connections or suggestions?

Until then, new operators are far more likely to fund their deals the old school syndication way (friends & family / country club network / Reg D offerings).
