Unless the seller owns the property free & clear it would usually mean being done in combination with one of the techniques in Brian's list.The only other thing I could offer is offer the seller a net price and negotiate discounts or terms with lien holders on the property.To the Original question, I think your criteria is fine but only testing a tweaking will confirm the best solution.

As to ratio analysis, some approaches to an asset portfolio may apply, such as the quick asset test or maturity distribution, but they are not adaptable to real estate as they were designed to measure performance of a liquid asset, real estate is not, the approach to asset management is different in maintaining and improving and revitalization of long term assets.

I have no idea how one would actually test this hypothesis.The theory for those unaware is that artists are generally lower income relative to their education levels (this part of the theory is 100% true, based on reviewing the financials of many different people as part of my job), and thus constantly pushed out of the desirable areas.
