I'd clean it off use a solution that has mild bleach in it.. check the crawl space below and exterior walls, or windows, or any roof leaks that are draining toward that area..

I'm mainly interested in asbestos siding as opposed to wood lap board siding.It seems to be the asbestos siding takes paint better and holds up based on what i've seen.Just curious if that is indeed the case?
