What you don't want to do is assume the smell is gone and then proceed with your finishes. 

I have seen contractors who couldn't read blueprints and put windows too low, pipes where they shouldn't be and didn't finish the job anyway.

Since we have a basement that needs to be finished I would like to do this the right way and not have any electrical, framing or plumbing issues. 

Be sure he doesn't have a constant late payer that he's wanting to push off on you.  

Looking for a reasonably priced designer to help with finishes and some PM (have a contractor but want another set of eyes).

I'm just lol'ing that someone would build a new casino after watching the Revel fail.Revel was a disaster from start to finish.

Also, the reason it's small is because the amount of time it will take you to manage it (collect rent, late notices, overlocking, auctions, etc.) versus the amount of money you will make.
