Most have either deceased owners or owners who have abandoned the house out of fear of collections / foreclosure. 

Cleveland does cite when the trash collection guidelines are violated, but I've only heard of it happening in extreme cases.....like when you're tenant loads up the entire tree lawn 5 feet high on garbage day (or the weekend before). 

I have lovely tenants and want to set up electronic rent collection.

Some automatically do not approve applicants with multiple collections regardless of what they are for, while other look more specifically at the nature of the collections. 

also can i go to court to collect unpaid rent for that month?

My experience with most wholesalers is that their ARV is usually massively inflated and the repair coats are massively underestimated.Personally, using the free websites : Zillow, Redfin, Trulia all in combination is enough for me to run my own comps.It might be different in your state but in NJ, there is really enough sales data point to draw a  hard line.

I also appreciate having access to all of the market data and MLS analysis tools when comping properties, learning about new neighborhoods, etc.

Depending on your strategy sites like those may be fine for some strategies, but for qualified leads you need better data or you'll spend much of your time running in circles.Also, even with the better data, it can be challenge reaching some distressed owners for  a litany of reasons.  

I don't understand why someone would want to collect colleagues, unless they actually have some common ground or have a question.
