The phone numbers don’t work!!!!

I am a new wholesaler working my way down a list of property owners that I obtained through public record. I have the name and address of the owners but no phone number. I have been using fastpeoplesearch.com to try to find phone numbers. I have tried at least 100 phone numbers for various owners and 99% of them are non working numbers. I need a way to find these people to make initial contact. I want to be confident that I am speaking with the owner. Any suggestions in regards to the phone situation? I have also tried listed email addresses and Facebook to contact owners to no avail.
