While it may not effect operators as much, I think this does help bolster passive investor confidence, particularly if they are targeting properties in any of the high collection states.I do think, as with everything people were scared of April because it was the first test.

Retail seems OK, but I would expect issues soon if you are selling into the lower price points - the target market might work in hospitality, entertainment, or other sectors hit hard & recent job losses I think will hit the lower end market first.Investors are holding off - I am seeing wholesalers dropping prices and hounding me when I couldn't get one to return an email the first week of March.I think prices in real estate will drop over the next 3-6 months (maybe longer as foreclosures will be delayed). 

So you targeting older people etc. etc... they will still tell you NO, I don't want to sell.

If you're looking for something that needs work and won't pass inspections, and especially if you have cash, you may find something at a decent discount, by my advice would be that if you want to offer significantly below list, target properties that have racked up some days on market.
