Code compliance issues?

All of my messages are individually sent and there is nothing bulk or automated about their construction.When they send STOP at any time  my service Twilio immediately puts them on a do not send list for that number until they send a START message.The fine is $500 per text you send after they ask you stop sending messages within a 10 day compliance window.

Who constructs the home(bath, ramp, window height, etc..) to ensure it is in compliance with State guidelines/building codes?

Just having a license isn't half the issue, really is their past performance at making money, a monkey can make money with money, but are they in lending compliance......most don't even know if they are.

I have assisted folks in Buffalo, in basic concepts and requirements, absolutely not in areas where compliance would be needed with local laws, regualtions or customs.
