I'm on a block of well maintained mostly owner occupied homes.What I looked for is what kind of shape the other properties on the block are in.

@Ritch Bonisa thank you for the input, that's true I didnt put the codes into consideration, the house been empty for 5 plus years, who knows what's not in code, plus applying permit time around the area is a pain also, it could delay rehab time and increase holding costs. 

It would be a good ideal to paint all treated areas with a stain blocking primer including the wood members, studs and sub-flooring if affected.

Any info on rental rates, expected return/cap rates, vacancy rates and specific blocks and/or neighborhoods to focus on is greatly appreciated. 

I'm a wholesaler in Memphis, TN and I got a call from a lady interested in selling her home.  3 bed / 2 bath nice East Memphis neighborhood, actually 2 blocks from my personal residence.  

Place needs gut reno so it has been painfully slow working through the pre-existing city violations, getting an architect and now trying to find contractors in my budget for the interior.

Then go a couple blocks to the building department and peruse the building file.
