The scam artist may convince the homeowner to sign the property over to him or her, claiming that only he or she can get a loan to save the home.

I would not file an insurance claim for that amount; but I would get the "dude's" name and address and let him know that he will be paying for the damage. 

Sellers who want to do quit claims most likely have issues that will show up. 

I will say I claim to actually give a crap about people.

@Jared Forman, obviously everything needs to be underwritten properly, and using 2019 numbers right now is just unrealistic.

File a Small Claims Court Complaint - don't evict due to the moratorium - but do sue. 

You can always try to sue them in small claims court, but it is rarely worth it.
