It also is typically a compilation of those that are frustrated with their service, more so than those that are thrilled. 

There isn't one good data source for all of those, you have to look around and compile a variety of sources from Federal, State, and Local Government sources, mainly. 

All Texas cities (Houston, San Antonio, Austin and Dallas) rank in the top 6 of those list when compiled.

That being said, I know you can find the same info on BP just compiled in different ways.
