Great question @David Tipton,For the same incremental improvement in NOI, you get a much higher increase in equity in a low Cap environment vs a high cap environment.For example, a $50k NOI increase in a 3% area (Beverly Hills?)

Detroit has Beverly Hills type homes less than 100 feet from total dumps (Indian Village) I've not seen that elsewhere.The street and the neighbors make a big difference in the viability of your investment.

There is the better part of roseland which is close toward 95th street but that's because Washington heights is across the way which is near Beverly and evergreen which are two good areas of chicago(especially Beverly) also consider Gresham.

Heck, If I had unlimited funds, I would just buy 100 unit property in most exclusive area like beverly hills, or west los angeles.

It was not at that time and you both talk like it is easy ....Tell the investor about the problems tenants like the once  that don't pay for six months and ruin your house at the same time as these houses you both are talking about are not in beverly hills or san francisco or new york .Is it possible yes you are both right ( but read between the lines as i have for years )
