Found out during the rehab's home inspection that there were (inherited) tenants in the property during the rehab, I thought this was a good thing until I asked what their rental terms were and got no clear response from my rehabber/PM.

There is no need to post your response here, but just be honest with yourself. 

Until a tenant has proven themselves to be responsible they should never be on anything other than a M2M lease.

Not so much, we already have the capital to pay cash for our next place even without this one being closed but have yet to get a response.

Yea I know they would take it, but they would also be responsible for it..

The local reia gave a couple of names, but I don't think they were familiar with those transactions since I received no response.

Some former friends were financially decimated but refused to admit responsibility, lived in great denial and always blamed external factors for their own failure.
