When I applied for the rental permit, I got this message.Looking over the rental registration paperwork with the New Castle County parcel information it shows it to be 100% basement, but doesn’t show any basement % finished.I had checked in the original building permit and on the certificate of occupancy (12/19/03), and it doesn’t list a finished basement on them documents either.

And so no - I wouldn't provide a prospective tenant with a copy of my driver's license.If I'm showing them one of my apartments it should be fairly obvious I'm not some random scammer and if it was some out of town person wanting to rent (which in the past I've rented to prior to meeting them) and they wanted proof I would perhaps send them a page from the closing paperwork verifying I purchased the property but there's no way I'm sending them a copy of my I.D. that shows my home address.

Wanted to see if anyone used the Billd service , essentially they can finance your building materials and you pay them on the back end once you sell the property.

So essentially the REFINANCE savings is $5....that's it.I would recommend two things:Reach out to your current lender about removing the PMI. 

There are annual inspections, paperwork, delayed payments (expect 90 days for your rent $$ to come in), lower end tenants, and needless red tape.
