Sounds like it's pretty difficult to make money on projects in Philly right now with how high the prices are, so pulling off a successful BRRR right now is impressive. 

When I signed up here on BP I somehow got the Detroit market as my address and BP told me they could not chage it for some silly reason, not sure how to correc that, because I do want to be consistent.I'm not sure where you got the Georgia impression, I don't have any investments there.I hope you have a great weekend.

I am sure you are trying to do something completely legitimate but on first impression this totally sounds sketchy.  

@William Newman was your line of credit based off your income or investment property.I'm confused by the OP wanting to get a HELOC, I was under the impression you couldn't get one of those from investment property only your primary residence.When I hear the term "cash secured line of credit" I think of something similar to a credit card where you deposit say $500 in a bank and then you have a $500 credit limit.

As you may not know that college has gotten more expensive since the 1970's and know we have to pay a lot more for it.When I had that medical problem my doctor was impressed with my condition and it's not a heredity thing but we have dealt with it.  

There's also online crime maps to give you some hint if you're looking in a bad neighborhood but just drive through and get your own impression.
