Good Or Bad Deal? Insight would be great!

I'm still in the process of learning about REI as well as the areas of SA that are good/bad. I've been looking at REO properties and this came across for only 38k. It need to be completely renovated but still could sell for a decent price - although I've been told the south side isn't great. Thoughts? Haven't ran any numbers - just thought I'd see what people look at when they're analyzing properties.
