I think this is behavior you have to nip in the butt right away before it gets out of hand. 

Dawn's idea of a few shorter shelves above the sink is good as it breaks up that space and adds space for storage or display.  

Whether it's legal or not, people assume that a realty is tied to certain ethical requirements and rules and that it's regulated and thus they have somewhere they can go to complain about behavior.

Most important that hasn't been mentioned yet is to be sure the lease penalizes bad behavior including passing on all any costs of ordinance violations to the tenant. so if you get fined for their behavior, they pay.
