Thanks for considering this.I think the appeal is to be able to get it at the home if you can ( the RVs) but think there is some limitation on hookups ( power water sewer) .

Kansas City is one of those places where some zip codes as a whole may not look too appealing, but they may contain areas that are highly regarded.  

Once the repairs and cleaning is done I get visual confirmation from the contractors. 

Buy and hold is lower risk, so maybe that's why it's appealing during times of volatility, good lending rates create beneficial leverage but that doesn't make the deal margins better (artificial returns).

I appealed in writing, providing the letter and the HCD ADU handbook (attached), to the LBUSD Superintendant, LBUSD School Board, the City Manager, the Director of Development Services, the LBDS "Ombudsman" and the City Attorneys office-all to no avail and minimal response.The director of the LBDS also month even provided a memo (attached) to the City Manager-at your request-which showed neighboring large cities to do not charge this fee for small ADU's like mine (under 500 square feet).

However, almost all the convictions were thrown out on appeal.

On the 1 hand, it makes it a more appealing time to invest, on the other hand, now I can no longer apply for a loan as I no longer have an income. 

You might agree on some additional pavers if you think that will increase the appeal a bit but that is the most I would do. 

I am in a high cost state (CT) so buying out of state is more appealing to me.I am still going back and forth with the LLC decision but will likely be creating an LLC due to existing assets that I would like to be protected.I have a nice local professional network which includes lenders, agents and attorneys.  

However, what I have learned is that only visual tours are available during the stay at home order period (which won't end until the end of April in my state).
