From what I've learned so far, flips are generally considered one of the better investments in this type of market (please feel free to correct me if my understanding is wrong!).

Because I live in MD, I want to start investing in that market or in DC, because I feel I know both markets.

Don't get me wrong, I am no genius, but the number of limited professionals masquerading as competent, or worse yet, expert, is staggering.
