I have some financial info on the tax return from 2015 from the landscaping but it is minimal.  

The students would just be sending rent checks to a different address, and it wouldn't really affect them.My recommendation would be to invest in whatever property the numbers make the best return for you, and focus on supporting students in a way that will have a bigger impact on them than being their landlord.

My minimum criteria is $100 per month cash flow, and a cash on cash return of 10% annually.  

This will affect your own IRR and return on your cash, but it should not change the value of the property.

Many Investors, local and remote, are seeing the affordability to buy into Pittsburgh with it's great returns on their investments.

I would think this could be grounds for being able to cancel the contract and the return of your earnest money.  

In my opinion, after Katrina, two big factors led to the quantity of foreclosures, and I believe neither will have nearly the same impact in Houston and surrounding area.1) A substantial portion of New Orleans' population left and has never returned.
