The pipe from the house to the holding tank can settle, crack, fail, the inlet and outlet baffles can also fail.  

With the duplex's that I helped manage we just provided the outlets and they were responsible for finding washer and driers that worked for them.

We found one with a few minor issues (missing outlets, smoke detector, missing range hood, a broken window, a couple broken cabinet drawers, etc.).
