However, this tenant is refusing to leave per the Virginia governor's stay at home order but to complicate things, he threatened to call police if I showed up on my rental property and did any showings of any room at the townhouse and claims he called the local police department and they said I would be cited/possibly arrested for violating a stay at home order.Does any of what he claims even sound right?

I am not by any mean specialist in law and better to ask lawyer first but here are something that you might want to try :If you think she is endangering your life or other people life then call the police, if she threating you then you might be able to get her arrested or at least getting some police investigation going on, people who are involved in criminal or shady activities hate to see police ringing their door, infact she might leave very quickly if she know there is a police involvement.

If someone has a pattern of arrests, that's much more impactful to me as they could go to jail again and no rent will come in.
