Even if he does, that's between the owner and the agent.I'd say go forth and communicate with the property owner. and I still think the agent could use a heads up that he dropped the ball if he wants to work with you in the future.

Your position may be very strong since 1) you were never offered a pre-move out inspection, 2) you did not receive an itemized statement and 3) you did not receive your full security deposit.That said, I strongly suggest trying to communicate to your landlord and try to reach a mutually agreeable outcome first.
