Ironically, in Los Angeles - and most metropolitan areas i suspect, i've had a "fun" time education myself on local gang problem and how the recent police crackdowns on some gangs tend to shift demographics and promote overall gentrification of an area.

@David Wooten, I've been through this before- you need two things, a professional and time.One of my two family homes was infested- some crazy tenant with insanely poor hygiene and a horde of cats(those poor things- I'm a huge cat lover) lived there and brought a pox on the house- the other residents fled in horror as fleas descended on them.

So imagine you catch pseudo-communist millennials in fatigues and backpacks moving there stuff into your office and you call the police...sorry, nothing they can do for you, you have spend months and thousands of dollars to get them out.

I've visited Cleveland regularly the past 5 years cleaning up the vacant commercial space would do wonders for the visual landscape....perhaps some type of concerted effort on the part municipal authorities to occupy smaller scale existing spaces rather than clustering in newer larger all in one facilities, I'm thinking police substations in malls.
