Based on my research my target towns are Robinson (because of the Refinery), Casey (Bolin's, and a revitalized downtown area due to the "Big things Little Town"), Greenup (Evapco and the Trucking Company there), Effingham (has seen solid job growth for a decade), and Mattoon (if it's the right deal).

Since you did have the opportunity to see the condition prior to closing and elected to close, it's going to be an uphill battle in some ways, but you could argue (1) that you had no alternative at the time because your mortgage was in place, your belongings were on a truck, etc., and (2) that you relied on your agent's representation that he would have it taken care of.
