They approved since the 600 feet is based on traffic at 55 mph and the intersection they are at a stop.Entrances 5 and 6, are not going to get approved. 

Install a two-way clean-out on the back parking area and one more clean-out access near sidewalk with proper traffic sewer box on both clean out access.Patch up concrete and haul trash.

Of course the trick will be getting enough traffic on there in both directions to make it worthwhile for people to use. 

Anywhere else in the northeast just doesn’t capture enough year-round traffic. 

I see they have HOA fees but I wasn't sure if they restrict from Airbnb etc... to avoid traffic from non residence.
