I haven't even included a one time transaction fee for your cash-out refinance, which could be anywhere between $2,500-$3,000.Just throw my 2 cents out there so take it with a grain of salt.

At least judging off of Craigslist ads, it seems like everyone in Sacramento is offering discounts on rents and security deposits to try to entice tenants.I'm a newbie in the Bay Area too, so take my opinion with a grain of salt.
