With respect to the rehab it really needs 2K as new flooring(uneven) New linoleum in bath/kitchen, new bath fitter, minor bathroom plumbing, new paint, two new windows, new dry wall and a rubber membrane on the upstairs porch are required.

That said, desalination is increasingly being used to augment other water sources such as aquifers and snowpack in wetter years and is already being done in parts of California.....so it's not like the region is going to dry up and become uninhabitable anytime soon.
