Within 15 minutes of downtown you can find a wide range of property prices, but some are not good rental areas.

@Kourtney Harris If you search on EXP here on BP, you'll find posts from me where I was HIGHLY critical of EXP.I was on the receiving end of two ham-handed pitches that were 100% focused on the "recruit your way to wealth" angle. 

Moving Costs - To tear down a mobile home (removing awnings, splitting double wides, disconnecting utilities, etc), install hitch/axles, move to the new location, permitting/inspections.... you are looking at a 2 month process that will cost anywhere from $7500-15,000 (single vs. double).

I’m not sure if that’s a state wide law or just my town policy.

Generally my understanding these days is that inventory is low country-wide, which is driving prices up.  

They may have office wide policies regarding this. 

Is that the best angle?

Don't just plug in 5% there.Your other expense questions can vary widely depending on the type of building, heat source, number of units etc.

Victor,  You could always save your Dad some time and work and just buy/build a stick built home Modular or true Manufactured Double/Triple wide.
