the way I'm reading it is if you did a major remodel you would have to pay for a temporary housing alternative for them but it's only their option to move out permanently.

How do you react emotionally to these things?  

Mentors are crucial to success, and can help hold your hand emotionally, guide you the right path financially  and help you from making other mistakes.   

Examine what the meaning of relationship is.In life there is the desire for power, an instinct toward self preservation at the cost of others yet we know we are temporary.

If they aren't emotionally attached to the unit, they will move to something they can afford.

I do not want to kick out a person that is emotionally attached to the house and has been paying his bills for 30+ years2.  

I personally find it the other way when viewing homes of owner/agents often overprice their homes that they live in because just like normal sellers they are emotionally attached to the home and can't look at it with neutral eyes.
