I think it is a real mistake for those lacking full time investing knowledge, experience and skills to pursue a strategy reliant on an ability to time the market, or analyze proper property valuation.

If the road is not city managed, does the city have the ability to increases taxes if they are not responsible for the reconstruction and subsequent upkeep?

Once again, I am ambivalent on this and slightly negative in that I feel may be in some ways less favorable fir LP in that in does decrease the ability to underwrite a deal. 

I currently don't know anyone that has the ability to be partners with.

If the tenant gets kicked out of their place, it likely damages their ability to continue on the Section 8 program.  

(Yes, is annoying and stupid and your situation is exactly the grade A example why) I would verbally communicate with the tenant and explain (in a 'nonthreatening') manner - don't use the terms like fine, fee, or "eviction" - that based on your understanding that they have not been impacted personally by COVID-19 insofar as income or ability to work that they should be able to, and you do expect them to continue to pay rent,   and while you will comply with all emergency orders, unpaid rent will continue to accrue and is expected to be repaid.    

When you've proven your ability to handle investing in real estate, then you can focus on bigger issues.
