Weirdly, you may actually be able to get better terms and/or more LTV on the refinance if there is debt on the property as lenders have rules for max cash in hand (max proceeds you get at closing) for cash-out refinances.

The biggest question you need to ask yourself is if you are doing this to afford a property you otherwise couldn’t afford or to save money period, that will lead to very different conclusions about where/if to buy.

The fact that they knew about this and didn't tell you up front says to me they were hoping you didn't actually run reports. 2) Be sure to know the regulations in your jurisdiction.
