If you have a particular neighborhood you are interested in let them know and ask if they have any friends who might be selling.  

I've been reading some horror stories on BP which made me think about collecting non-refundable move in/out fees but the area where my apartment is located is probably a C neighborhood and most prospective tenants don't want to pay any non-refundable fees (it's hard enough to get them to pay for the credit/background check).

Do you think Northern Kentucky will work for Out of State Investors, like decent returns in B neighborhood with good property management?

I have homes all over the midwest that I rent out for $750/mo and I know that during the recession these homes are not going to drop very far down in rent because they're C class blue collar neighborhoods. 

What's most important though is buying in the right neighborhood.

I've just started researching the real estate market in Denver today actually and my goal is to have the greater Denver / Boulder area mapped out as far as neighborhoods/rents/market conditions before I turn the key in the ignition to head out west.

The neighborhood is in transition and hence I've had to make some sacrifices.

numbers-wise, and I'm not sure what your numbers look like, it normally only makes sense in certain neighborhoods like Forest Hill Ironbound.

Does anyone know of any up and coming neighborhoods around the Portland Oregon area that would be a good place to invest in a multifamily rental property?
