Two Story ADU with no Setbacks?

Hello! Does anyone know if it is possible to get a special use permit (or other permit) that would let you build a 3 car garage with and ADU on top in my back yard? The building would have to be build on the property line to make it fit while maintaining adequate parking and yard space. Regular ADU permits would not work as the setbacks would make the rest of the lot unusable.

Try calling the city to ask for clarification. I offer a service to build out ADU units if you want to chat further but it's a not a standard scenario even though San Jose is very lax on ADUs.
