If they didn't just rehab all the units to greatly increase rent rates... or if the market didn't suddenly change making commercial properties a lot more desired...

I know of some areas that have A LOT of foreclosure issues, but I've heard from other local investors that these properties are less desirable to fix up and resell since there are SO MANY on the market just sitting there.

The truth is, find someone who has what you need (forms, REIA, etc) adjust to fit your local laws and your specific desires.
