Expect values to begin their decline in 2022 til they eventually hit zero in 2052, unless the lamd lease is extended.

I could see some states extending the definition due to COVID, but as of right now I don't think any state includes unemployment as a source of income.

I know it is common for the parents of university students to buy condos for the duration of their kids university education. 

But my understanding of the extended federal moratorium only applies to tenants in properties with federally backed loans where the owner can request a mortgage payment forbearance.

So, in view of the above I would personally rather deal with the vacancy and potentially find a stellar tenant than extend my relationship.

As Dan points out the propositions failing regarding extending rent control to tenants who live elsewhere, and by extension to their sub-tenants, may not be the biggest problem with Prop 21.

Can I increase security deposit (up to max 2 months rent) for the extended wear and tear from their guests and 2 dogs?

It has some hurdles in the zoning process with getting water/sewer extended but I think in the long-term it is feasible with the discussions I have had with local officials.
