Covid 19 Eviction Moratorium

We are looking to rent our first rental but are concerned about the Covid 19 eviction moratorium. How does that work exactly? Anyone have any experience with that?

I have had a tenant in a unit that hasn't paid since February and stopped answering calls and texts on March 16th the day they announced it in NY. And she has not lost her job. Im unable to even serve her with a rent demand notice (first step in eviction process here in NY) until August 22nd. Then will have to wait at least a month for a hearing....total nightmare. But my understanding of the extended federal moratorium only applies to tenants in properties with federally backed loans where the owner can request a mortgage payment forbearance. I don't have loans on my properties so my attorney is advising it won't apply to my tenants.
