My fingers are crossed that the October 1st date is not extended.

This should be covered in the sales contract, but every wholesaler I’ve crossed paths with over the years stick the buyer will all the closing costs.

You can look to something like CBRE's cap rate survey to find that, and cross-reference it by pooling commercial brokers and PM's.

Looks like you have that R4 zoning so you've crossed the first hurdle to getting a fourth unit in the garage, but definitely reach out because you never know what other kinds of requirements they have -- setbacks, bulk plane limitations, etc.
