Send a letter to the guy with a formal offer.

In regards to the fence, the neighbors are nice, there haven't been any problems in the neighborhood, but the houses immediately next to this house are in need of repairs, there are some loud obnoxious drunks in a neighboring house, and a few blocks down in one direction there is a public housing project.

Contact the owners with hand written letters.

I plan mailing a yellow letter and have been examining my list by calling owners and asking if they are interested in selling.

If accepted I will use transactional funding to get me the proof of funds letter and then during the process when the seller is signing the contract, I will have a cash buyer in place.

If you are getting financing get a letter from somebody and you can put a copy of it in your offers.  

If you are going to finance work on getting a pre-approval loan letter from somebody and include a copy of it in the offers you submit.  

If you plan on using financial help get a letter that is a pre-approval on a loan and include a copy of it with your offers so the seller knows you have had someone look at you.
