This is either because the bidder does not believe that the sale will go through before the foreclosure sale goes through OR because local law stipulates that once it appears at auction it is no longer for sale on the public market (MLS) because it has not closed.

It is possible there is a stipulation in the current plan that delays entry of a new employee into the plan for a year of service (or something of that nature).

As mentioned previously, in AZ if their leases have ended, then by law they transition to M2M unless the previous lease stipulated otherwise. 

There could be a stipulation with the number of mobile homes that can be placed on there as well as the age and size of the homes.

Usually each municipality or city will have its own stipulations in regards to a tax sale redemption.  

Or, should I make a lower offer, and buy as-is with the only stipulation being that the oil tank didn’t contaminate the soil.
